MUARA, JUMAAT, 08 OGOS 2025 – Majlis penutup Kursus Officer Under Training (OUTC) 2025 telah berlangsung di Dewan Samudera, Pangkalan Tentera Laut Muara bagi 18 pegawai muda Tentera Laut Diraja Brunei (TLDB) yang terdiri daripada Pengambilan ke-22 dan ke-23.
Majlis tersebut telah dihadiri oleh Pemangku Ketua Staf Armada, Leftenan Komander Haji Mohammad Arnold bin Haji Osman, TLDB selaku Tetamu Kehormat. Turut hadir ialah Pegawai-Pegawai Memerintah dan Pegawai-Pegawai Pelaksana bagi kapal-kapal TLDB, pegawai-pegawai TLDB serta tenaga pengajar daripada BELTS.
Kursus selama lapan minggu yang bermula pada 16 Jun 2025 ini bertujuan untuk membekalkan pegawai-pegawai muda dengan pengetahuan dan kemahiran secukupnya bagi melaksanakan tugas dan tanggungjawab mereka dengan cekap di atas kapal TLDB, khususnya sebagai penolong kepada Pegawai Anjungan (OOW). OUTC merupakan kesinambungan dan pengukuhan kepada fasa Special-To-Service semasa latihan Midshipmen para pegawai.
Disepanjang kursus, para pegawai muda turut berpeluang mengunjungi Pejabat Perundangan Tentera (PPT) Angkatan Bersenjata Diraja Brunei (ABDB) dan Jabatan Kajicuaca Brunei Darussalam (BDMD). Lawatan tersebut memberikan pendedahan berharga mengenai peranan PPT sebagai penasihat undang-undang utama kepada ABDB dan Kementerian Pertahanan, termasuk sistem perundangan ketenteraan dan proses tatatertib. Sementara itu, di BDMD para pegawai diberi penerangan mengenai peranan jabatan tersebut dalam penyampaian perkhidmatan meteorologi dan iklim, penyebaran amaran dan ramalan, serta operasi harian Pusat Ramalan Cuaca. Penglibatan ini penting dalam meningkatkan pemahaman para pegawai mengenai tadbir urus undang-undang ketenteraan, disiplin, dan peranan perkhidmatan meteorologi dalam menyokong operasi ketenteraan laut.
Majlis penutup dimulakan dengan bacaan surah Al-Fatihah yang dipimpin oleh Leftenan Madya Muhammad Zaim bin Ramli, TLDB, diikuti dengan ucapan alu-aluan oleh Tenaga Pengajar Kanan, Kdr (B) Haji Suhailee bin Pungut, TLDB. Ucapan penghargaan seterusnya disampaikan oleh wakil kursus dan Pelajar Terbaik OUTC 2025, Leftenan Madya Muhammad Nizam Saaduddin bin Mohd. Yusof, TLDB, yang berkongsi pengalaman dan refleksi sepanjang kursus. Beliau turut menekankan bahawa kursus ini memberikan pengetahuan asas yang paling penting yang perlu dikuasai oleh pegawai muda bagi kerjaya mereka sebagai Pegawai TLDB.
Majlis seterusnya diteruskan dengan penyampaian sijil oleh Tetamu Kehormat kepada peserta kursus, diikuti dengan penyampaian cenderamata daripada peserta kursus kepada Tetamu Kehormat. Turut dipersembahkan adalah tayangan video pendek hasil karya peserta kursus. Majlis diakhiri dengan bacaan Doa Selamat dan sesi bergambar ramai bersama semua ahli kursus dan para tetamu kehormat.

18 OFFICERS CONCLUDED THE OFFICER UNDER TRAINING (OUTC) 2025 COURSE
MUARA, FRIDAY 08 AUGUST 2025 – The closing ceremony for the Officer Under Training Course (OUTC) 2025 was held at Dewan Samundera, Muara Naval Base for 18 young officers of the Royal Brunei Navy consisting of Intake 22 and Intake 23.
The ceremony was graced by the Acting Fleet Chief of Staff, Lieutenant Commander Haji Mohammad Arnold bin Haji Osman, RBN, as the Guest of Honour. Also in attendance were the Commanding Officers and Executive Officers of RBN Ships, as well as other RBN Officers, and BELTS instructors.
The 8-week course which was conducted from 16th June 2025 is aimed to prepare these young officers with adequate knowledge and skills to be able to competently perform their duties and carry out their responsibilities onboard RBN ships, particularly as an assistant to the Officer of the Watch (OOW). OUTC acts as an enhancement and a continuation of the Special-To-Service term during the officers' Midshipmen training.
Throughout the course, the young officers also had the opportunity to visit the Royal Brunei Armed Forces’ Judge Advocate General’s (JAG) Office and the Brunei Darussalam Meteorological Department (BDMD) Forecast Centre. These visits provided valuable insights into JAG’s role as the principal legal advisor to the RBAF and the Ministry of Defence, including the military legal system and disciplinary processes, as well as BDMD’s functions in delivering meteorological and climate services, dissemination of warnings and forecasts, and daily operations of its Weather Forecast Centre. These engagements were significant in enhancing the officers’ understanding of military legal governance, discipline, and the role of meteorological services in supporting naval operations.
The closing ceremony started with the recitation of surah Al-Fatihah led by Lt JG Muhammad Zaim bin Ramli, RBN, followed by an opening speech from the Senior Instructor, Cdr (R) Haji Suhailee bin Pungut, RBN. An appreciation speech was then delivered by the course representative and Best Student of OUTC 2025, Lt JG Muhammad Nizam Saaduddin bin Mohd. Yusof, RBN. In his speech, the young officer shared his experiences and reflections throughout the course. He also highlighted that this course provides the participants the basic yet most crucial knowledge that the young officers are expected to be equipped with for their career as a Naval Officer where safety is prominent and can never be compromised.
Afterwards, the Guest of Honour presented the certificate to the course participants and this was followed by the presentation of a token of appreciation to the Guest of Honour from the course participants. There was also a presentation of a short video made by the course participants. The ceremony concluded with the recital of Doa Selamat and a group photo session with all the course members and the distinguished guests.
